Preheat your oven to 350°F (175°C) to ensure it’s ready for baking.
In a medium mixing bowl, combine the softened cream cheese, pepper jelly, shredded cheddar cheese, garlic powder, onion powder, salt, and black pepper. Using a hand mixer or a sturdy spatula, mix until the ingredients are fully blended, smooth, and creamy.
With a small spoon or a pastry bag, carefully fill each mini phyllo cup with the cream cheese mixture. Be generous but make sure not to overfill, allowing room for the mixture to puff up slightly while baking.
Arrange the filled phyllo cups on a baking sheet in a single layer and place them in the preheated oven. Bake for 10-12 minutes, or until the tops are golden-brown and bubbly, filling your kitchen with a delightful aroma.
Once baked, remove the bites from the oven and let them cool for about 5 minutes on the baking sheet before transferring them to a serving platter.
For a burst of freshness and color, sprinkle freshly chopped herbs over the top of each bite just before serving.
